This Opportunity: Palladium is recruiting aRegional/Amazon Fund Associate for a programme and grantsprofessional with a passion for carbon reductions to join our UKPACT team in Bogota, Colombia or Sao Paulo, Brazil. The UK PACTprogramme aims to improve the effectiveness of key institutions(public, private and civil society) in partner countries so thatthey can deliver accelerated emission reductions and raise theambition of their Nationally Determined Contributions (NDCs)targets. Specifically, the programme will deliver the followingresults: 1. An increase in the capacity and capability of partnerinstitutions (national, sub-national and civil society) to deliverenhanced and accelerated climate actions. 2. An increase inin-country buy-in to urgently facilitate low-carbon development.Location: The position is based in Bogota, Colombia or Sao Paulo,Brazil. Reporting Lines: This role will report to theRegional lead Latin America / Amazon Fund Manager, UK PACT withclose coordination with the Regional Grants Manager Latin America.Primary Roles and Responsibilities: The Amazon Fund Associate willbe a key regional member of the Palladium UK PACT team supportingmanagement of day-to-day activities from project implementation andreporting to stakeholder engagement and context analysis to ensureoverall programme success. Specifically, the Amazon Fund Associatewill: Strategy Development and Engagement: - Support on continuouscontext analysis and assessment of local market capacity toidentify the most appropriate avenues for interventions andpathways to climate change impact within each key strategic sector.- Support further demand scoping for UK PACT-funded projects indifferent countries of the Amazon Region (such as, but notexclusively: Brazil, Bolivia, Colombia, Ecuador and Peru),including stakeholder mapping and engagement, identification ofcomplementary existing programmes (funded by the UK and otherdonors) to avoid programme duplication, and horizon scanning.Stakeholder Relationships: - Support the UK PACT Amazon FundManager in promoting UK PACT funding opportunities to potentialimplementing partners, project and programme outputs to intendedbeneficiaries, and broader UK engagement on low-carbon developmentwhere relevant. - Working closely with the UK PACT Amazon FundManager, contribute to, and where appropriate lead the managementof day-to-day interactions with local stakeholders, specificallysupporting the relationships with project applicants and grantrecipients/implementing partners. - Maintain an excellent workingrelationship with the local FCDO team at Post to collaborativelydesign and generate buy-in for the programme activities. ProjectManagement: Identification, Selection and Design of Interventions:- Support the UK PACT Amazon Fund Manager and PMU in coordinationof grant funding windows and support market engagement to ensurethe right local stakeholders are aware of, and well-placed to applyfor, UK PACT funding opportunities. - Contribute to the projectscreening and selection process, particularly regarding assessingdeliverability and impact potential on the ground. - Support the UKPACT Amazon Fund Manager to oversee timely implementation ofprojects and regularly ensure the feedback of results, impacts andlearning through quarterly reports to FCDO covering overallprogress, progress against outputs, main activities and outputs forthe next period, budget, spend and forecast, and risks. - Supportthe UK PACT Amazon Fund Manager and PMU to adhere to any local duediligence required from Implementing Partners and to supportinitial briefing to potential Implementation Partners. - Supportdefence against fraud, corruption and safeguarding risks,conducting spot checks and other processes to ensure FCDO grantfunding is spent as intended and that Implementation Partners meetFCDO compliance requirements. - Support the UK PACT Amazon FundManager in advising on the potential to extend, scale up orreplicate successful projects, and work with successfulImplementation Partners to do this with FCDO approval. ProgrammeReporting: - Support Implementing Partners on project reporting(technical, financial, results and risk), by reviewing andrequesting additional information, where required, to ensurereporting meets FCDO requirements. - Support identification ofcountry and project-specific risk management, working with FCDO inpost and in the UK, the Team Leader and PMU. Key Competencies andProfessional Experience Preferred: - Demonstrated Programme andgrant management skills, with experience supporting the deliveryand management of projects, grantees, or subcontracts (At least 3years). - Strong reporting skills with proven ability to contributeto client formal reporting and ad-hoc requests. - Strongunderstanding of environmental/climate change/low GHG emissionsectors in the Amazon region (in one or more countries: Brazil,Bolivia, Colombia, Ecuador, Peru), in terms of policy landscape,local and regional relevant state and non-state actors in relationto climate change, and low-carbon economic development. - Strongknowledge and understanding of the local political economy andbusiness operating context in the Amazon region (in one or morecountries: Brazil, Bolivia, Colombia, Ecuador, Peru) (includingsocio-economic context and development challenges and priorities).- Strong organisational, inter-personal administration andcommunication skills. - Strong financial management andadministration skills, with the ability to review and qualityassure the financial reports of projects. - Professional fluency inwritten and spoken English. - Shows flexibility and ability toadapt to changing circumstances. - Highly collaborative andcommitted to close working and open communication with colleaguesin post and in the UK, and other UK PACT partners. - Commitment toneutrality in all dealings with stakeholders, including politicalstakeholders, to build trusted relationships and ensure maximumeffectiveness of the programme.
