For more information on the Colombia Program, please visit: http://colombia.lutheranworld.org ICVA (International Council of Voluntary Agencies), founded in 1962, is a global network of 180 non-governmental organizations (NGOs) active in 160 countries, operating at the global, regional, national and local levels, whose mission is to make humanitarian action more principled and effective by working collectively and independently to influence policy and practice. Based on our 2030 Strategy, the ICVA Secretariat promotes and facilitates NGO participation in humanitarian sector development, with a focus on forced displacement, humanitarian coordination, humanitarian financing, and cross-cutting issues. Although historically based in Geneva, we expanded our presence to Asia, Latin America, MENA, and Africa in 2013 with the following objectives: Ensure greater proximity to our members in the regions; Expand representation to regional or global humanitarian and political actors based in those regions; Develop stronger links between field realities and global policies. Strengthen the role of NGO forums in humanitarian coordination and advocacy at the regional and national levels. In May 2025, ICVA signed a Global Hosting Memorandum of Understanding with the Lutheran World Federation (LWF), a member of the ICVA Network. The ICVA Regional Engagement Coordinator (REC) will receive employment contracts from LWF and be seconded to ICVA. Description of the area to which the position is limited Reporting to the ICVA Director of Engagement, the Regional Engagement Coordinator (REC) implements ICVA's strategy in the designated region as an extension of the ICVA Secretariat and works in support of the Heads of Forced Displacement, Humanitarian Coordination, and Humanitarian Financing, who will be the primary interlocutors. The REC is also expected to collaborate regularly with the other Regional Engagement Coordinators, the Head of Policy and Advocacy, the Director of Operations, and the Operations Team. The Regional Engagement Coordinator will also report to the LWF Country Director for administrative and human resources matters and is expected to be an active part of the LWF team at the workplace. Purpose of the position The REC supports the direction and focus of ICVA's work in the region within the framework of Strategy 2030 and acts as the key link between global humanitarian policy and advocacy processes and regional priorities, ensuring continuous feedback between members working in the region and ICVA's global representation initiatives. The REC works with a diverse membership and is responsible for the interaction between ICVA, its members, and partners on priority areas to strengthen effective and principled humanitarian action. Description of activities: ALYZING AND EXPLAINING Provide a regional contextualization of global humanitarian policy and advocacy processes to ensure the representation of local, national, and regional perspectives in ICVA's positioning, enabling a strengthening of NGO capacities to engage within the humanitarian system. Produce, share, and exchange information, analysis, and learning opportunities designed for members of the region. Ensure the production of bi-monthly regional updates, contribute to the Monthly Bulletin, and maintain regional mailing lists for members. Support ICVA learning streams, ensuring they are regionally tailored where necessary Support a multifaceted voice of NGOs in the region to participate in key debates and decision-making forums in the region and globally that affect humanitarian action. Support the development of policy briefs, evidence-based documentation, and research to inform policy and advocacy debates. SUPPORT MEMBERS Facilitate joint NGO statements and collective advocacy on regional humanitarian issues. Facilitate, organize, and convene meetings, workshops, discussions, and debates for NGO members/forums in the region to exchange experiences and information and ensure coherence, collaboration, and the exchange of ideas among NGOs. Collaborate with NGO members and forums to promote opportunities for effective and principled humanitarian action. Develop and maintain relationships with ICVA members at the regional and national levels, including field trips when necessary. Support the implementation of ICVA's membership strategy in the region. Facilitate the translation of documents into relevant local languages so that members in the region can access them. CONNECTING WITH HUMANITARIANS Develop and maintain relationships with key regional stakeholders, including UN agencies, donors, regional bodies, think tanks, and other stakeholders. Lobby and promote NGO access to key humanitarian stakeholders, including multilateral partners, host governments, donors, regional agencies, and the private sector. Support NGO collaboration with United Nations agencies, Resident and Humanitarian Coordinators, International Financial Institutions (IFIs), and relevant regional bodies, and provide feedback. Support ICVA members' access to NGO forums and other NGO networks active in humanitarian operations in the region. Whenever possible, support ICVA Network representation at various national and regional events, with the aim of sharing ICVA's key messages and the advocacy priorities of member NGOs. OTHER Participate in the preparation and review of annual priorities for the region based on the ICVA's annual work plan. In collaboration with colleagues, contribute to the design of project proposals. Work with and/or manage consultants as needed Support the overall logistical, administrative, and financial oversight of regional initiatives, workshops, missions, and trips; oversee budgeting, expenditures, and related tasks, while ensuring compliance with donor requirements and ICVA and LWF policies. GENERAL RESPONSIBILITIES Ensure the effective implementation of the LWF security policy and ensure the implementation of the LWF Codes of Conduct and other institutional policies within the framework of the project Strictly comply with LWF/SM-CO procedures, manuals, and policies. Ensure proper cash management for travel advances for activities. Complete travel reports that comply with donor requirements and LWF administrative procedures. Promote and strengthen organizational culture through initiatives that foster company values, team collaboration, and the professional development of the team and staff in general. Ensure proper compliance with the administrative and control procedures applicable to them, within the scope of their activities within the framework of the specific project and FLM policies. Comply with LWF procedures, manuals, and policies, including the Codes of Conduct, Safety and Security Policy, Security Manual, Child Protection, and any other requirements established by the LWF. The LWF has zero tolerance for sexual exploitation and abuse, and all staff have a duty to comply with and promote the LWF Protection from Sexual Exploitation and Abuse (PSEA) Policy in the performance of all duties and functions. Professional Requirements Level of Education An undergraduate level of study in international relations, political science is required and/or related careers Desirable completed or ongoing specialty related to human rights and/or related careers Work Experience Experience Minimum of five (05) years in the humanitarian sector in similar positions and program director. Direct experience working with national or local NGOs is desirable. Experience related to human rights, refugee rights, IHL, and enforcement mechanisms. Experience working in coordination or networking roles and/or providing advisory services in the humanitarian or NGO sector is desirable. Languages and office automation It is essential that you read, speak, and write in Spanish, whether as a native language or with proven advanced fluency. Other required and/or desirable knowledge and skills Knowledge: General knowledge of the international humanitarian sector, including current humanitarian policy issues, as well as specific knowledge and experience in ICVA's focus areas.
