Overall Purpose of the Role The Shelter & Settlement Coordinator is responsible for the strategic development, quality, and impact of DRC’s Shelter and Settlements (S&S) program, with a focus on Disaster Risk Reduction. The role involves establishing and leading S&S responses in informal settlements in Colombia, including technical assessments, supervision, training, and implementation. The Coordinator will contribute to sector strategy development and represent DRC in key coordination forums. Responsibilities Project Management Ensure quality, standard-compliant S&S-focused DRR projects in designated areas. Implement S&S activities smoothly and on time, including assessments, planning, training, and supervision. Oversee project budgets and forecasts. Support MEAL in developing monitoring and evaluation tools specific to S&S. Contribute to donor engagement and reporting. Lead or participate in project kick-offs, follow-ups, and closures, ensuring accountability. Technical Support Provide strategic and technical guidance, develop tools and SOPs in collaboration with global teams. Support recruitment and capacity building of S&S staff. Supervise technical aspects of the program and participate in evaluations. Program/Strategic Development Analyze data and conduct needs assessments to inform program design and sector strategies, emphasizing DRR integration. Assist in developing proposals, workplans, and budgets. Identify strategic partnerships to scale up and enhance program quality. Ensure shelter strategies are integrated with other sector strategies for maximum impact. Coordination and Representation Represent DRC in national shelter and multisector coordination groups. Engage with external stakeholders, including partners, donors, and authorities. Experience and Technical Competencies Minimum 5 years in international humanitarian work in conflict settings, including 3 in managerial roles. Experience with urban displacement/migration contexts. Knowledge of shelter, settlements, and DRR approaches. Strong project development and management skills, including assessments and proposal writing. Technical expertise in shelter standards and effective response modalities. Commitment to protection and accountability standards. Excellent coordination, representation, and leadership skills. Education Bachelor’s degree in Architecture or Civil Engineering. Languages Fluency in English (written and spoken). Advanced spoken Spanish.
