Job Description: * DUTIES AND **RESPONSIBILITIES** **MANAGEMENT AND** ADMINISTRATION* - Tracks U.S. assistance and results from U.S. support for eradication. - In the absence of the PSC ARAVI Eradication Advisor, this position coordinates with the CNP regarding U.S. support for aviation related to eradication. - Responsible for planning and coordinating support of workload and activities associated with the INL- Bogota Aviation (ARAVI) section’s support for eradication undertaken by the Colombian National Police (CNP). - Develop relevant job related weekly, monthly and yearly work plans for the section and supervise efficient completion. - Consolidate project activities and provide input to the annual INL Acquisition Plan. - Perform at least monthly quality assurance evaluation site visits to ensure ARAVI contract personnel are performing work in accordance with pre-established standards and agreements. - Review and track time sheets for other Contractors, travel orders/vouchers, leave, maintenance work orders, and validate purchase requests. - Provide budget-planning advice and propose recommended personnel and resources allocation. - Submit weekly written reports to the PSC ARAVI Eradication Advisor for submission to the Senior Aviation Advisor and Program Manager and provide comprehensive quarterly performance reports regarding aviation support for eradication. - Coordinate facilities preventive/corrective maintenance of all ARAVI related U.S. Government (USG) owned and leased real property in multiple locations throughout Colombia. **INSTALLATIONS MAINTENANCE AND **DEPLOYMENTS** - Coordinate maintenance planning, coordination, and use of USG owned or leased facilities or facilities loaned to the host nation to ensure they are maintained at an operational status. - Monitor air and ground transportation of supplies, equipment, personnel, tools, and material required to support eradication operations. - Coordinate with ARAVI program managers, Colombian Military Forces, Colombian National Police, host nation civil authorities, and the INL-Bogota special projects office to ensure defined projects meet user requirements. **COMPLEXITY** - This position involves analyzing, assessing, planning, organizing and implementing of complex counter-narcotics aviation operations. The specialist must understand the U.S. Department of State (DoS)/ INL program, and the functioning of the U.S. Embassy. The specialist must cultivate and maintain a cordial and professional relationship with personnel of all grades belonging to Colombian Police and Military services while coordinating sensitive, complex issues affecting aviation operations and maintenance **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** An undergraduate degree from an accredited college or university required. **PREFERRED **QUALIFICATIONS** - Certification in program management. - Specialized training in supervision, contracting, program management, and/or related fields. - Prior Education and experience in financial accounting practices in an organization of more than 50 employees, government and aviation related experience preferred. **LANGUAGE **LEVEL** - Spanish: Level 3=good working knowledge required in Speaking/Reading/Writing/Listening - English: Level 3=good working knowledge required in Speaking/Reading/Writing/Listening **EXPERIENCE** - Minimum seven years (7) of experience, civilian or military, in aviation program administration, aviation program management and/or oversight of large aviation operations. - A minimum of five years (5) supervisory experience. - Demonstrated experience in organizational management. - Demonstrated experience in contracting management and/or related fields. - Preferred prior experience in the oversight of small to medium construction or facilities maintenance projects. **KNOWLEDGE** OF* - Standard knowledge in the ability to plan, organize, and coordinate the use of aviation assets in support of complex flight operations, preferably for an international counter-narcotics program. These duties require extensive experience and expertise in program management and the ability to articulate plans and work with foreign military and police entities. - Strong knowledge of standard office administrative procedures, internal control methods and concepts, standard industry or government management practices and procedures. - Standard knowledge of the U.S. Federal Acquisition Regulations (FAR) and military or civilian contract administration procedures or equivalent experience in private sector contract administration. **SKILLS **IN** - Ability to plan, organize and set priorities in a fluid environment. - Strong interpersonal skills required to work positively and effectively with a diverse group of seniors, subordinates, peers and host nation counterparts. - Strong oral and written communication skills. - Standard skill in drafting and presenting MS PowerPoint briefings in the Spanish language required. -
