**LEARNING & DEVELOPMENT PROGRAMME MANAGER (BASED IN ANY MSF-OCBA HUB)**: ES Full Time Human Resources **GENERAL CONTEXT** Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF. **JOB ENVIRONMENT** MSF OCBA Learning Unit is part of the L&D; area in Human Resources Department and works closely with MSF-OCBA departments with the objective of guiding the definition of appropriate learning strategies to respond to the diverse needs of the organization. The Learning Unit provides L&D; guidance generating learning solutions, processes and tools and directly coordinating OCBA Global Learning Offer. The Unit is structured around 3 main activity areas (Learning Solutions, L&D; Support and Administration Services). The provision of learning solutions and services comprises the definition and maintenance of sound global learning processes, i.e. workflows of interrelated activities performed by different actors along the different steps of the L&D; lifecycle and aimed at supporting staff in accessing learning offer and developing required competencies. **POSITION GENERAL OBJECTIVE** S/he will focus on L&D; processes (from learning needs assessment, strategic and operative planning to deployment, measurement, and learning implementation support) run in country programs seeking a global approach combined with the fostering of localized solutions. **PLACE IN THE ORGANIZATION** The L&D; Programme Manager reports to the Head of the Learning Unit and will lead and manage a team of Learning Officers and Trainers working on the development and implementation of different learning initiatives, providing L&D; processes consultancy, and ensuring the implementation and delivery of a set of training courses. S/he will collaborate closely with the Learning Solutions and Learning Services Administration areas in the Learning Unit to contribute to the provision of a quality service along the L&D; lifecycle. This position will also require a fluid communication and coordination with HR/L&D; functions at country programmes and HQ/HUBs level as well as with Learning Referents distributed into different departments and L&D; partners across the organization. **MAIN RESPONSIBILITIES** **Overall management** - Contributes to the definition and implementation of L&D; policies and strategies supporting the continuous development of MSF global workforce. - In coordination with other activity areas in the unit participates at the cyclic planning and review activities and at the definition and improvement of internal processes - Directly manages and guides a team of internal Learning Officers and Trainers, as well as staff doing ad-hoc collaborations for specific projects, and actively contributes for the continuous development of the team. - Manages assigned projects and resources (time, budget, team); prepares and monitors budget of assigned activities and projects looking at the most cost-efficient implementation of learning activities and adequate use of available resources. **Development of L&D; Processes and Learning Support Conditions** - Promotes and oversees the implementation of initiatives to facilitate collaborative work, peer-support and continuous learning among country L&D; professionals. - Coordinates the review, standardization, and continuous improvement of a series of L&D; processes, guidelines, and support tools with special attention to learning needs assessments and planning, monitoring and evaluation and supporting mechanisms for learning implementation at workplace. - Promotes efficiency in L&D; processes by maximizing the use of existing learning, information, and data management systems; actively promotes the implementation of digital solutions to streamline L&D; processes and facilitate data collection and reporting mechanisms to track key metrics. - Leads the effective implementation and improvement of Learning Needs Assessment and Planning processes both for countries programmes annual planning and reviews exercises and for ad-hoc assessments as required by evolving operational conditions and needs. - Oversees the development of Monitoring, Evaluation and Quality Assurance systems including the definition of processes and tools to collect and consolidate feedback and assessments on key learning programmes and initiatives and therefore facilitating the analyses of actual implementation of learning and impact on work and operational results. - Devises communication and learning strategi
