Job Description: * DUTIES AND **RESPONSIBILITIES** - Analyze the Colombian army and police’s current planning approach for eradication and develop proposals to strengthen the planning framework - With INL advisors and Government of Colombia counterparts, develop a planning timeline and planning template that accounts for all of the logistics, resources required, and environmental variables related to manual eradication. - Provide analysis and recommendations to the Colombian police and army planners to optimize organizational cooperation, increase Colombian police and army effectiveness, and improve the efficiency of eradication operations. - Conduct post-operations analysis to derive lessons learned for both Government of Colombia and Embassy Bogota. This will be conducted after each eradication phase at each location. - Travel to forward operating bases to evaluate and assess planning and operations in the field. - Develop recommendations to improve field operations as well as local protocols to streamline deployments. - Improve data collection and quantitative analysis of eradication operations. - Facilitate and support Government of Colombia and U.S. government counternarcotics working groups, interagency planning efforts, and plans synchronization across Government of Colombia ministries and services. - Contribute to organizational capability by developing repeatable processes, templates, and tools to improve Embassy Bogota’s analysis and support to Government of Colombia counternarcotics efforts. - Develop presentations and analysis for joint Colombian - U.S. government strategic planning sessions. This includes developing plans, briefing products, point papers and other support products. - Submit weekly written reports to the Military Liaison advisor and Program Manager and provide comprehensive quarterly reports regarding COLAR performance to develop content. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** Four-year University Degree or equivalent from a Colombian Military Academy in military or police sciences, engineering, statistics, business or a related field. **LANGUAGE **LEVEL**: - Spanish: level 4- Fluent level required in Speaking/Reading/Writing/Listening - English: level 2 - Limited knowledge required in Speaking/Reading/Writing/Listening **EXPERIENCE**: - Minimum 15-20 years’ experience working in or with GOC institutions; - Former or retired Colombian Military Officer (Colonel through Brigadier General) and graduate of a Colombian Military Academy. - Demonstrated experience planning large operations or campaigns for the Colombian army. - Demonstrated ability to engage with all levels of government in Colombia, especially in areas with high levels of illicit crop cultivation. - A minimum of ten years (10) supervisory experience. - Prior experience in joint field operations. Experience working with local and national-level politicians, community leaders, NGOs, and other surrogates to advance key messaging priorities. - Experience evaluating message impact, coordinating focus groups, and other means of assessing impact. - Demonstrated experience working and coordinating with the U.S. government, including working knowledge of U.S.Colombia relations, narcotics policy, political issues, and security challenges. - Experience in a unit responsible for manual eradication and/or aviation **KNOWLEDGE** OF: * - Standard knowledge in the ability to plan, organize, and coordinate the use of aviation assets in support of complex flight operations, preferably for an international counternarcotics program. - Strong knowledge of standard office administrative procedures, internal control methods and concepts, standard industry or government management practices and procedures. **SKILLS AND** ABILITIES*: - Ability to plan, organize, and set priorities in a fluid environment. - Ability to manage multiple high-priority tasks as well as reacting quickly and appropriately to changing priorities - Strong interpersonal skills required to work positively and effectively with a diverse group of seniors, peers, and host nation counterparts. - Strong oral and written communication skills. - Standard skill in drafting and presenting MS PowerPoint briefings in the Spanish language required. - Proficient in MS Office suite. **PREFERRED **QUALIFICATIONS** - Specialized training in planning and operations. - Operations, planning, and logistics experience at Brigade, Division, and Army-level in the Colombian army. **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: - The work is both physical and sedentary in nature and involves activity at COLAR bases and field locations.
