Job Description: * DUTIES AND **RESPONSIBILITIES** Analyze the Colombian army and police’s current planning approach for eradication and develop proposals to strengthen the planning framework. With INL advisors and Government of Colombia counterparts, develop a planning timeline and planning template that accounts for all the logistics, resources required, and environmental variables. Coordinate and advise on the implementation of USG-funded projects in support of Colombian Army Counternarcotics operations and the Counternarcotics and Transnational Threat Command (CONAT). Coordinate with appropriate agencies of the Government of Colombia (GOC) and other Embassy sections, as required. Coordinate the following requirements with CONAT for possible support from and prioritized by the INL: - Develop strategies with CONAT for support to integrated eradication of illicit crops. - Develop strategies to assist CONAT in the development of interdiction capabilities. - Develop strategies to assist CONAT with attacking deforestation, illegal mining, and other environmental crimes. - Coordinate with Colombia army engineers to plan and support alternative development, voluntary eradication, and crop substitution projects intended to reduce narcotrafficking and coca cultivation - Facilitate training, intelligence coordination, and sustainment of systems - Help procure logistics and equipment - Support improved communications and interoperability - Draft Statements of Work (SOWs) and Purchase Requests (PRs) in English. - Conduct Independent Government Costs Estimates (IGCESs) and market research. - Prepare periodic reports in English on the status of program activities and reports on significant program developments. - Provide assistance to CONAT joint operations, in support of interdiction/direct action missions and the aerial / manual eradication programs, to include deployment, intelligence preparation of the battlefield, planning, joint coordination, mission execution, and redeployment. - Act through the INL-OCCN Military Advisor as the POC for all daily coordination requirements with BRCNA and CONAT. - Conduct annual end use monitoring reports of equipment provided to CONAT. - Evaluate and advise the INL-OCCN Military Advisor on the performance of the CONAT subordinate units supported by USG and their assets and make recommendations to improve the capability of these units. - Ensure that USG provided commodities are effectively utilized and that there is no fraud, waste, or mismanagement in the program through continuous oversight responsibility and end-use monitoring. - Ensure that all restrictions on use of USG assistance, such as (but not limited to) those relating to human rights (Leahy amendment) are observed and complied with. - Assist the INL-OCCN Military Advisor in project budget preparation, program planning, execution and closeout. - Define and make recommendations to the INL-OCCN Military Advisor on commodity procurement requirements and preparation of related project documentation. - Provide advice and coordination in matters pertaining to field support of USG-provided equipment and End Use Monitoring - Conduct and document field surveys, evaluations, and special studies. - The incumbent will interact with high level embassy officials, INL personnel, contractors, General Officers, Ministry of Defense officials, and also interact regularly with commanders and subordinates from CONAT and Colombian Army/Marine/Police units. As such, they must be able to employ diplomacy and cooperation. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** The person filling this position must have as a minimum, a bachelor’s degree from an accredited military academy and have served in the Colombian Military in grade of Major through Colonel. Graduate of an English-speaking military staff college and/or Captain’s Career course and/or exchange instructor. Military Engineer qualifications and/or certified program management in construction and/or Civil Engineering degree. Special Forces and/or Lancero/Commando Fluvial, Parachute or Air-Assault qualifications are highly desired. **LANGUAGE **LEVEL**: - Spanish: level 4- Fluent level required in Speaking/Reading/Writing/Listening - English: level3- Good working knowledge level required in Speaking/Reading/Writing/Listening **EXPERIENCE**: - A minimum of 15 years of military service in the Colombian Military with recent experience on a joint staff (within 5 years) at a field grade officer level is required. - Special Operations experience and/or previous experience with the Colombian Army’s Counternarcotics Brigade with a general knowledge of integrated eradication operations is highly desired. - Five years of direct supervisory experience with Colombian Military construction projects is highly desired. - Program management and/or procurement services (3 years) with an annual operational budget of up to 2M dollars is highly desired. **KNOWLEDGE** OF: * - E
