MELSA provides technical and advisory services to USAID in the following components: (1) Evaluations; (2) Research, Assessments, and Data Analysis; and (3) Monitoring and Learning Activities. MELSA is conducting the performance evaluation of the Economic Integration for Migrant Communities (Oportunidades Sin Fronteras-OSF for its Acronym in Spanish). This mid-term performance evaluation aims to collect evidence about results and process-level lessons of the Activity's key components, interventions, deliverables, and outcomes. The evaluation will also support USAID/Colombia and the Implementing Partner (IP) accountability and learning processes. The purpose of OSF is to help spark the economic engines of migration and harness the skills and capacities of migrants to meet private sector demand and achieve social and economic gains. OSF will work toward this SO and IR via the following activity-level objectives: - Objective 1: Migrant/Receptor Community Participation in Formal Economy Increased by 25% - Objective 2: Licit/Inclusive Economic Opportunities Increased by $5 Million - Objective 3: Regulatory Framework for Economic Integration of Migrants Enhanced - As part of the evaluation team, MELSA seeks a qualitative specialist. The following are some of the key responsibilities and requirements for the position. **Responsibilities**: - Support the Team Leader with the evaluation design, including constructing indicators based on the evaluation questions, data collection methods for qualitative information, a list of possible key informants, and an analysis plan. - Lead and design the qualitative instruments for the data collection. - Ensure the quality of qualitative data collection. - Design a codebook for the coding process. - Support the coding process, from the training of the coding team to the elaboration of the analysis plan for the generation of inputs (reports and qualitative visualizations) to analyze the information. - Review and provide the corresponding feedback to the coding team's products to ensure their quality. - Conduct the qualitative analysis for the reports and presentations mentioned in the deliverables with the corresponding qualitative evidence annexes. This covers the data triangulation process and its corresponding qualitative analysis to answer each of the evaluation questions, as requested by the team leader. - Perform the qualitative visualizations using Nvivo, as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations. - Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.
