Job Description: * DUTIES AND **RESPONSIBILITIES** - Develop and maintain professional relationships with rule of law institutions in Colombia to advance INL programs. Track processes within the counterpart entities that may have an impact ono program goals and advice the Program Manager. - Support the design and implementation of monitoring and evaluation plans. - Support the Program Manager, INL, and Embassy leadership in public outreach, bilateral engagement, and official travel to advance rule of law program objectives. - Work closely with the financial team to ensure the completion of obligation or de-obligation of funds processes and develop and monitor budgets related to program activities. - Index, catalogue, organize, refine, summarize, data mine, and publish data that helps strengthen INL rule of law efforts. - Research, compile, and distribute information relevant to the ROL program. - Liaise with interagency partners, grantees, contractors, and other implementing agencies. - Review quarterly reports and ensure programs are meetings objectives in a timely manner. - Implement logical file management standards and streamline ROL Division processes. - Support high level visits from Congress, the State Department, other agencies and the White House. - Prepare procurement actions according to the equipment, supplies, services, and infrastructure needs identified for projects and proposals, and monitors the whole procurement process. - Coordinate with the INL Procurement Unit for the sourcing, selection, purchase, receipt, and delivery of ROL equipment, services, supplies, and infrastructure purchases. - Track status of procurement requests, to include updating internal tracking forms and maintaining the records and documents related to donated equipment and commodities procurement support to ROL. Ensures that commodities are received and distributed to proper interlocutors. - Draft formal correspondence in English and Spanish. Prepares and reviews Word documents, Excel spreadsheets, Access databases, and PowerPoint presentations. - Translate official correspondence from English to Spanish and Spanish to English. - Maintain written and electronic project files for ROL projects and manages and secures information for the project correspondence including bios of key external contacts, statistics, etc. - In coordination with ROL advisors, review and regularly update spend plans and strategic coordination documents. - Assist with ROL end use monitoring (inventory control). - Perform other analysis and project management duties as assigned. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** - Bachelor’s degree required in legal, program management, business management, logistics management,or a related field. **LANGUAGE LEVEL**: Level III (good working knowledge) speaking/reading/writing of English is required. Level IV (fluent) speaking/reading/writing of Spanish is required. **EXPERIENCE**: - At least three years of professional experience in a project, logístical, or financial management, role. - Experience working with international organizations, NGOs, or a government foreign assistance agency for at least two years. **KNOWLEDGE** OF: * - Strong knowledge of Colombian Government institutions. - Intermediate knowledge of Colombian legal system structure, and culture. - Good working knowledge of Microsoft Suite to include: Word, Excel, PowerPoint, Publisher, and Teams. - Knowledge of statistical analysis, budgeting, and/or econometrics is preferred, but not required. **SKILLS **IN**: - Project Management. - Strong organizational skills are required. - Strong translation skills (from Spanish into English and vice versa). - Effectively communicating data and results to policymakers in a way that is understandable and useful in the decision making process. **ABILITY **TO**: - Communicate and deal effectively with all internal and external contacts, in both, oral and in writing, in English and Spanish. - Exercise exceptionally good judgment in the conduct of his/her duties, due to routine interaction with Embassy personnel, implementers, visiting delegations, and Colombian officials. - Recognize areas of concern and make recommendations to improve operations of INL ROL. - Problem solve. - Work independently and within teams. - Pay attention to detail. - Complete time sensitive taskings. **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: - Job holder will work primarily in an office setting. - Must be able to telework, if necessary. - Travel within Colombia and the United States may be required.
