Job Description: **DUTIES AND **RESPONSIBILITIES** **SUPERVISION** - Implement and enforce strict measures necessary to safeguard INL Programs’ resources, personnel, vehicles, consumables, spare parts, tools, and support equipment. - Establish work schedules and analyze manpower requirements for short and long-term planning. - Assigns daily tasks to the Vehicle Maintenance Technicians/Operators and oversee their performance and quality of work. - Oversee and evaluate the status of all vehicles; coordinate and oversee scheduled and unscheduled maintenance. - Perform operational testing and verification of work completed. - Provide leadership and direction in the development of short and long term work plans to the Vehicle Maintenance Technicians/Operators. - Provide direction and guidance on technical and safety issues, quality control, security measures, shop organization, processes, administrative procedures, and emergency and unusual matters. - Develop and execute a detailed schedule for all required vehicle maintenance. - Implement and enforce proper use of equipment, resources, tools, and safety equipment and ensure compliance with safety and environmental standards. - Evaluate damages and direct repair and restoration of wrecked vehicles and all vehicle systems. - Coordinate and oversee emergency assistance for disabled vehicles. - Conduct periodic inspections and report on maintenance performance, work shop organization, and vehicle status. **ADMINISTRATIVE** - Assist the GSE Manager in the preparation of daily, monthly, and annual vehicle reports. - Maintain individual vehicle maintenance records. - Generate and maintain records of the status of all maintenance shop tools and equipment and initiate repair/replacement orders. - Develop SOPs for operation of the vehicle maintenance facilities to improve efficiency and effectiveness. - Maintain and track a stock of equipment, parts, consumables and supplies to support maintenance activities. - Assist the procurement and warehouse sections in maintaining an adequate inventory of necessary replacement parts. - Provide technical evaluations to procurement agents regarding specialized repairs and outside repair facilities for best selection based on cost effectiveness and quality factors. - Generate Preliminary Purchase Requests (PPRs) for necessary vehicle equipment, parts, and supplies and repairs. - Conduct market analysis to determine the most cost-effective means of vehicle maintenance, repair, and parts replacement. - Comply with all Colombian and local environmental, safety and quality standards and regulations. - Supervise all fleet activities in the absence of the GSE Manager. **OPERATIONAL** - Evaluate, process, and inspect repairs performed by selected vendors. - Provide assistance to broken down vehicles on roadways and other emergencies (e.g., mechanical failures, accidents). - Operate vehicles as required. - Perform the functions of a Vehicle Maintenance Technician/Operator as required. **Job Requirements**:* MINIMUM **QUALIFICATIONS** **EDUCATION**: Technical certificate from a recognized Colombian high school or post-secondary school as a Vehicle Maintenance Technician or equivalent. **LANGUAGE **LEVEL**: - Spanish level IV: Fluent - Not English level required **EXPERIENCE**: - Seven years of experience as a journeyman vehicle mechanic. - Three years of experience leading a team of maintenance personnel. **KNOWLEDGE** OF: * - Supervising vehicle maintenance and repair activities. - Standards, procedures, practices, methods, materials, tools, and equipment used in the maintenance and repair of all types of motor vehicles. - Safe use, handling, and storage of chemical compounds used in maintenance/repair of motor vehicles. - Colombian government and industry safety standards, regulations, and guidelines of the trade. - Basic computer software, specifically MS Office Suite. - Hazards and safety precautions of the trade. - Colombian government and industry environmental standards. **SKILLS **IN**: - The care and use of shop tools and equipment utilized in carrying out assigned duties. - Diagnosis and repair of all types of vehicles, including gasoline and diesel engines. - Dealing with people within the program, and ensuring customer satisfaction with work completed. - Prioritizing and working effectively in multiple tasks and projects in a high-stress environment. - The use of desktop computer software (Microsoft Office Suite). **ABILITY **TO**: - Supervise a multi-faceted vehicle maintenance organization. - Understand, follow, and give oral and written instructions in the Spanish language. - Organize, analyze, schedule, and maintain accurate records of maintenance performed on vehicles. - Safely manage projects without presenting a direct threat to self or others. - Read and understand technical schematics and diagnostic tools. - Work cooperatively with other US Government and Colombian employees. - Productively work with little o
