The Energy & Extractives Global Practice of the World Bank Group comprises more than 300 professionals, a lending program of US$7 billion a year, an active portfolio of some $30 billion, and a rich Advisory and Analytical Work program. The Energy side of the practice focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies and to ensure universal access to modern energy services for people in client countries. The Extractives side of the Global Practice focuses on strengthening policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors and leveraging extractives-related infrastructure for public benefit. Both parts of the Global Practice strongly emphasize private-sector resource mobilization. The Latin America and Caribbean Region Energy Unit operates in the context of the overall Bank mission to eliminate extreme poverty and promote shared prosperity. Improving energy security (through both supply and demand side interventions), increasing financing for investments, improving the efficiency of sectoral enterprises, moving towards universal access, and climate change are key challenges in the region. Energy services development remains a key element in the region's strategy for promoting green and inclusive growth and reducing poverty. The Energy Unit is responsible for implementing the Global Practice’s strategy for energy development in the region. The Unit's activities range from project preparation and supervision to economic and sector technical assistance (TA). The Unit operates within the context of the Global Practice, deploying global knowledge and expertise both within the region and globally. It also works closely with the relevant Country Management Units and other sectoral units (including environment, transport, urban, private sector development and finance) and IFC and MIGA. The Latin America and Caribbean (LAC) Region is home to a number of very sophisticated country clients that require the Bank's support to be on the cutting edge of the development agenda. The LAC Energy Unit is seeking to contract a short-term consultant with a background in the energy sector and familiarity with the region to support the Unit's portfolio of lending and non-lending activities in selected countries in the region, including both operational and analytical work. Scope of Work: The scope of work for the relevant assignment entitles the following activities within the LAC 1- Support the coordination of analytical work: The consultant will assist in preparing tender documents and accompanying them throughout the region's tendering process for different energy-related studies. The consultant will also provide support throughout the implementation of the analytical work, revising and coordinating the revision of the different deliverables of Consulting firms and proposing alternatives to bridge potential gaps between the expected results and the deliverables received. Organization of and participation in site visits and technical meetings with public officials and technical consulting firms/Consultants, as well as dissemination activities and study tours, are also envisaged within the scope of the assignment. 2- Support the management and coordination of the energy program in Colombia: The Consultant will keep track of projects, activities, deadlines, and other relevant information for the sound deployment of the work program in Colombia. Additionally, the consultant will assist in coordinating the different projects, constantly checking their progress and verifying their fulfilment. The consultant will produce reports consolidating this information to support adequate management and decision-making. 3- Support to capacity-building activities and preparation for the participation of the Bank's staff in international events: The consultant will support the design and coordination of capacity-building activities for relevant stakeholders. The consultant may eventually participate in these events. 4- Support to Bank’s operations: The consultant will support the Bank's operations in the region throughout the project cycle from identification, design, preparation, effectiveness and implementation to completion. The consultant will support reporting and executing different deliverables, the internal Bank's operational processes, and the different PIUs. This support will include preparing notes, briefings, meetings, missions, Bank documents and other related activities. 5- Trust Funds: The Consultant will support the drafting of Grant Fund Requests, monitoring and reporting on the activities funded by Trust Funds, and the final report requested at the closing of Trust Funded activities. 6- Technical assistance and Advisory Services to client countries: the consultant will support activities by providing Technical Assistance and Advisory Services to the client countries. 7- Regional activities: The Energy team supports multi-country activities and initiatives to address supranational challenges. The consultant will provide support to the definition and implementation of these activities. 8- International initiatives: Within the activities envisioned in the LAC region, the support of international activities is envisioned. The consultant will provide support to the definition and implementation of such initiatives. The consultant will be a qualified individual with at least 5 years of experience in the energy sector, demonstrating a strong understanding of main concepts and challenges related to energy issues, with a specific background and demonstrated experience in regulatory issues. The consultant will have a bachelor’s degree in electrical engineering, with at least a master's degree in economics, policy, or a related area. The consultant must demonstrate knowledge, either academic or through proven working experience, in at least four (4) of the following topics: Electromobility, renewable energy operation and integration, energy markets, energy policy & regulation, grid planning, stakeholder engagement and social aspects in energy projects, just energy transitions, emerging energy technologies (i.e. flexibility solutions, energy storage, etc.). Demonstrated financial knowledge is also desirable. Furthermore, the consultant should possess knowledge of Colombian laws, policies, and regulations within the electricity sector. The consultant will have specific experience in Colombia. Timeline: The consultant’s services would be initially for 90 working days, to be claimed for a work period ending on June 30, 2025.
