Under the oversight of the Sr. COM (Clinical Operations Manager) or Head COMs, the person is responsible for budget/finance aspects, execution and oversight of clinical trial country submissions and approvals, and ensuring Site Readiness. Responsibilities Include, But Are Not Limited To: Ownership of country and site budgets, development, negotiation, and completion of Clinical Trial Research Agreements (CTRA). Oversees and tracks clinical research-related payments, payment reconciliation at study closeout, oversees FCPA, DPS/OFAC compliance, and maintains financial systems. Performs financial forecasting in conjunction with Sr. COM and other roles. Manages country deliverables, timelines, and results for assigned protocols to meet country commitments, ensuring quality and compliance. Contributes to the development of local SOPs and oversees CTCs as applicable. Coordinates with CRM, CTC, CRA, and legal and finance teams to ensure country deliverables for submissions, budgets, CTRAs, and milestones are obtained. Collaborates with headquarters to align country timelines for protocols. Enters and updates country information in clinical and finance systems. Ensures financial compliance and influences investigators, external partners, and country operations to adhere to budget targets and payment timelines. Works internally with GCTO country operations, finance, legal, regional, and HQ teams, and externally with vendors and sites, IRB/IECs to deliver financial contracts within fair market value. Leads or contributes to initiatives and projects that add value to the business. Shares best practices, acts as SME, and provides training and mentorship to the COM team. Core competencies: Expertise in clinical systems, tools, and metrics. Excellent influencing, training, and mentoring skills in both local language and English. Strong coordination and organizational skills. Knowledge of budget and contract negotiations, submission, and approval processes. Ability to influence indirectly investigators, vendors, and partners to resolve issues with minimal support. Decisiveness with limited oversight. Proactive risk management and problem resolution skills. Leadership ability to manage a team of CTCs. Behavioral competencies: Problem-solving and proactive issue identification. Required Experience: At least 5 years in clinical research or combined clinical research and finance/business experience. Educational Requirements: Bachelor's Degree in Business, Finance, Administration, Life Science, or equivalent healthcare experience.
