Job Description: * DUTIES AND **RESPONSIBILITIES** - The Geoint Advisor will support the Organized Crime and Counternarcotics Division’s Program Officers and Deputy Eradication Advisor with the development and implementation of planning support to illicit cultivation reduction, operational tactics, and strategies that will support U.S. and Colombian eradication objectives. - The advisor will assist the Colombian National Police (CNP) and Colombian army eradication programs to provide in-depth assistance related to Geospatial Intelligence for its use in eradication mission planning. - The advisor will liaison with the CNP and Colombian army intelligence centers to combine their thematic geospatial intelligence and source data as input into the COP. - The advisor serves as a liaison between the CNP and Colombian army field technical operations coordinator for assisting the integrated eradication programs with geospatial data collection, formatting, and its input into the Colombian COP. - The advisor will assist and provide guidance on mission planning strategies include the integration of remote data from airborne/spaceborne sensors into the overall integrated mission planning cycle for PECAT, GME, and Aerial Spray for execution. - The advisor will coordinate with INL procurement and finance personnel to facilitate the purchase of COP program goods and services. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** - Bachelor’s degree in Cadastral Engineering, Geographic Information systems, or related field. **LANGUAGE **LEVEL**: - Spanish: level 4- Fluent level required in Speaking/Reading/Writing/Listening - English: level 3- Good working knowledge required in Speaking/Reading/Writing/Listening **EXPERIENCE**: - Demonstrated at least (10) years related Geographic Information Systems (GIS) experience, with a minimum of nine (9) years pertaining to airborne sensors and aerial imagery analysis and exploitation, working with hardware and software. - Demonstrated experience in the use of Aerial Eradication planning software suites such as SatLoc, G4, and Cop-Lite. - Demonstrated experience personally planning aerial disbursement payloads with precision spray aircraft. - Minimum 10 years of professional GIS experience supporting Colombian Military Forces, the Colombian National Police, or the United States government. - Demonstrated experience in acting as a liaison to the Colombian Armed Forces Intelligence Community. - Working knowledge of Colombian Armed Forces raw Intelligence manipulation and processing into geospatial formats. - Demonstrated excellent oral and written Spanish communication skills. - Experience in designing training curriculums in the use of GIS and remote sensing for Colombian National Police and the military forces. **KNOWLEDGE** OF: * - Demonstrated working knowledge of Colombian environmental laws, regulations, and practices as they relate to integrated eradication operations. - Demonstrated knowledge of illicit crop eradication programs, methods, and operations. - Knowledge of counternarcotics issues preferred. - Knowledge of government procurement processes preferred. **SKILLS **IN** - Ability to work quickly and independently to quickly prepare reports, talking points, and other correspondence. - Ability to work diplomatically with Colombian and U.S. counterparts. - Drafting concise, effective reports and briefs for senior policymakers in English and Spanish. - Must be able to pass the U.S. Embassy security background review. - Work as a team member. - Write effectively and quickly in English and Spanish. **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: - Job holder will work primarily at the CNP Guaymaral base in Bogotá, however, will occasionally work inside the Embassy for coordination. - Incumbent will travel frequently within Colombia to the field and to police/military installations. - May conduct regular visits to primitive areas and coca fields, which often requires traversing rugged terrain on foot or in GOC helicopters.
