MELSA provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).- MELSA is conducting the performance evaluation of the Partners for Transparency (PfT) Activity. This mid-term performance evaluation aims to collect evidence about results and process-level lessons of key components, interventions, deliverables, and outcomes of the Partners for Transparency (PfT) Activity. The evaluation will also provide a context analysis to support USAID/Colombia in making informed decisions about designing and managing programming in transparency. The purpose of PfT is to support locally driven solutions to increase transparency and accountability and effectively reduce corruption in Colombia. This Activity helps strengthen citizen-responsive governance and increase citizen trust. The Activity accomplishes this purpose by leveraging targeted stakeholders' expertise, engagement, and unique positions of influence to achieve the following objectives: 1. Advance national-level government transparency and accountability initiatives.- 2. Promote local-level civic participation.- 3. Strengthen oversight and control institutions' efforts to fight corruption. As part of the evaluation team, MELSA seeks a quantitative specialist. The following are some of the key responsibilities and requirements for the position. **Responsibilities**: - Support the evaluation design, including the theory of change analysis, the preparation of the sample design, as well as the construction of indicators based on the evaluation questions, quantitative data collection methods, and an analysis plan. - Lead and oversee the sampling design and the quantitative primary data collection instruments. Lead the secondary data collection, such as the Government of Colombia's administrative records. - Oversee the quality of quantitative data collection for the evaluation. - Perform the descriptive statistics of the primary and secondary quantitative data, which involves tables and graphs as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations. This also includes any data processing other than the descriptive statistics required by the team leader. - Conduct the quantitative analysis for the reports and presentations mentioned in the deliverables, with the corresponding quantitative evidence annexes. This covers the data triangulation process and its corresponding quantitative analysis to answer each evaluation question as requested by the team leader. - Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. Esta evaluación de medio término tiene como objetivo recopilar evidencia sobre los resultados y las lecciones a nível de proceso de los componentes clave, intervenciones, entregables y resultados de la Actividad de Juntos por la Transparencia (JxT). La evaluación también proporcionará un análisis del contexto para apoyar a USAID/Colombia en la toma de decisiones basadas en evidencia sobre el diseño y la gestión para la programación futura en temas de transparencia. El propósito de JxT es apoyar soluciones impulsadas desde el nível local para aumentar la transparencia y la rendición de cuentas y reducir efectivamente la corrupción en Colombia.
