The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.- USAID/Colombia requested MELSA to measure and generate an assessment of the long-term impact of the massive land formalization pilot development in Ovejas Sucre as part of the Land and Rural Development Program (LRDP) activity. Measurement will be carried out in two municipalities, Ovejas and Los Palmitos (Sucre), and requires using quantitative and qualitative methodologies to collect and analyze the information. MELSA requires hiring a Qualitative Specialist to support the assessment design, data collection of qualitative information, and construction of indicators based on evaluation questions, as well as lead the analysis of qualitative data for the final report. **Responsibilities**: - Prepare the qualitative workplan and present it to the assessment leader in order to schedule tasks and deliverable deadlines according to the overall assessment timeline. - Lead the qualitative data collection fieldwork. - Lead the administration of qualitative data collection instruments in the field. - Ensure the quality of qualitative data collection. - Support the coding process, from the training of the coding team to the elaboration of the analysis plan for the generation of inputs (reports and qualitative visualizations) to analyze the information. - Review and provide corresponding feedback to the coding team's products to ensure their quality and conduct the qualitative analysis for the reports and presentations mentioned in the deliverables with the corresponding qualitative evidence annexes. This covers the data triangulation process and its corresponding qualitative analysis to answer each of the evaluation questions as requested by the team leader. - Collaborate with GIS, CNC, and any other team involved in the research to prepare the deliverables. - Organize the documentary files derived from the assessment following Panagora's guidelines and the leader's instructions. - Propose findings for consideration by the consulting team based on their experience and knowledge. - Perform the qualitative visualizations using Nvivo, as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations. - Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.
