With the databases provided by the UN-Habitat Andean countries Hub Office, the consultant should include in the work plan a check-list of the information available for diagnosis and prospective. This checklist should be orga-nized by the following structure: The technical documents generated during this consultancy must be developed by an analysis of the above-mentioned information and have cartographic and statistical means of verification, including maps, alphanumeric databases, geographical databases, and similar, must be included in each docu-ment. Output 2: Technical document of diagnosis of the Simplified Partial Plan for three neighbor-hoods in San Mateo parish that includes inputs and recommendations. This document has the following structure: 1. Mapping of key stakeholders (private sector, non-profit organizations, and other civil soci-ety organizations) 2. Land registry Output 3: Technical document of the prospective of the Simplified Partial Plan for the neigh-borhoods Vista al Mar, Virgen del Mar, and Cristo Rey in San Mateo with the following con-tent: 3.1. Occupation model proposal for the neighborhoods Vista al Mar, Virgen del Mar, and Cristo Rey in San Mateo. - Define the desirable occupation model in this territory, which includes the definition of its vision and development objectives. This analysis will be composed of maps (overlapping layers/shapes) with its corresponding analysis of the fundamental urban ele-ments to achieve a desirable occupation model. This section will focus on urban elements with the potential to promote the transformation of the three neighborhoods for the integration of the refugee and migrant population. Further-more, it should consider public spaces as an essential element to promote the encounter be-tween the refugees, migrants, and host communities, as well as their integration into local economic dynamics and finally, the generation of opportunities for economic re-activation. It should also include the availability of basic services and facilities, the identification of vulnera-bilities and risks, the availability of cadastral information, and the use of land for social housing, health, education, and other services that make it possible to improve living conditions and ensure urban prosperity. 3.2. Proposal of actions and interventions for Vista al Mar, Virgen del Mar, and Cristo Rey neighborhoods in San Mateo. - based on the diagnosis and section 3.1., the consultant will proposed 4 packages of actions and interventions (1 per neighborhood and 1 holistic action for the 3 neighborhoods), each one is a technical document, with a proposal, a description of actions and interventions and a cartographic expression. Thus, the consult will follow the same structure defined for the diagnosis and definition of the model of occupation: 3.3. Management model and financing strategy. - Proposal for the implementation of financial and management mechanisms, and tools for the execution of actions and interventions con-sidering the definitions of the LOOTUGS, COOTAD, Organic Law of Human Mobility, Land Use Management Plan, and Development and Land Management Plan of Manta. 3.4. Proposal for the adoption of a Simplified Partial Plan for the Vista al Mar, Virgen del Mar, and Cristo Rey neighborhoods in San Mateo. - Definition of a roadmap (strategies and actions) for the adoption and implementation of the Simplified Partial Plan within the framework of current legislation and the current local planning instruments.
