**Project Summary**: This five-year Third-Party Monitoring and Evaluation (M&E;) Project will establish increased access to independent, impartial information on the outputs, progress, quality, challenges, and successes of selected humanitarian assistance projects. This project will provide a comprehensive range of verification, monitoring, and evaluation services that will improve the quality of programming, allow for real-time program adjustments, and increase accountability to beneficiaries. The project will confirm that assistance is addressing the urgent needs of target beneficiaries by conducting monitoring that applies Do No Harm approaches and cognizant of the trauma suffered by recipients. **Please note: Only Colombian citizens are eligible for this position.** **Position Summary**: The Quality Control (QC) Specialist will work closely with the M&E; Specialist and Deputy Chief of Party (DCOP) to provide regular support and guidance in the areas of data management, data quality assessments, analysis, and reporting. The QC Specialist will also conduct independent analysis of quantitative and qualitative data collected by the project and will develop timely and concise data quality reports, including quality dimensions as follows: Data Validity, Reliability, Timeliness, Precision, and Integrity of information. This role will review the site visit data conducted by team members and third-party contractors. The position reports to the M&E; Specialist and is full-time. **Responsibilities**: - Develop and implement quality assurance and improvement approaches, plans, and tools for discrete tasks based on Tetra Tech/MSI’s analytical framework for effective humanitarian assistance. - Develop tailored data quality assurance approaches and tools to respond to emerging needs and priorities. - Coordinate the implementation and evaluation of data and program quality management policies and practices. - Provide technical support to assess, improve, and maintain data quality on a routine basis. - Implement data quality practices and improvement approaches across the technical areas of the program to ensure accurate and efficient reporting. - Define strategies to drive data quality measurement, produce data quality reports, and implement data quality strategies to govern data and improve data quality effectively. - Support the documentation of data collection, data flows, and data quality rules driven by data assessments. - Support the standardization of data collection instruments, reporting templates, data indices, and other key tools to ensure consistent and quality reports. - Support training processes on monitoring tools. - Conduct desk reviews to understand interventions, M&E; tools, beneficiary groups, and local contexts. - Contribute to the development of quantitative and qualitative data collection instruments in consultation with the M&E; Specialist, the DCOP, and the subcontractor responsible for data collection. - Use quantitative software, such as Excel, SPSS, STATA, or R, to process raw data and organize the preparation of data set codebooks. - Support data visualizations and data reports on digital platforms, such as PowerBI or any other program tailored web base portal. - Support M&E; team to drafting Monthly Monitoring Reports and Site Visit Reports and propose innovative and value-added analysis. - Develop internal and external DQA reports in collaboration with the M&E; Specialist and DCOP. - Help the team identify gaps in data quality gathered. - Participate in meetings, provide detailed notes, and track coordination and planning with subcontractor and implementation partners. - Assist in the presentation of findings, conclusions, and recommendations to program stakeholders as requested. - Other duties as assigned by the M&E; Specialist, DCOP, or Chief of Party (COP). **Perfil de la Compañía**: **Resumen del Proyecto**: Este Proyecto de Monitoreo y Evaluación de cinco años fomentará un mayor acceso a información independiente e imparcial sobre los resultados, avances, calidad, desafíos y éxitos de los proyectos de asistencia humanitaria seleccionados.
