Title: Global Grants Compliance Manager Department: Finance and Accounting (OSO Division) Center Background: The Center for Reproductive Rights is a global human rights organization working to ensure that reproductive rights are protected in law as fundamental human rights worldwide. The Job: The Global Grants and Compliance Manager will report directly to the Director of Grant Compliance and will work closely with the regional offices and as well as the Finance and Accounting teams. The Global Grants Compliance Manager is responsible for providing Grants Compliance technical expertise in management of Centre’s portfolio. This role is responsible for ensuring the management of Portfolio of awards for specific regions, from Proposal budgeting, Donor and internal (Budget versus Actuals) reporting, Monitoring Grant risk, Grants compliance technical support and back-stopping in accordance with Donor regulations, industry best practices and Center policies guidelines SC policies and guidelines. The post-holder will report to the Awards Director. This role does not have any direct reports. The positions will be locally based in Bogota, Colombia. This is a fixed-term, 2 year position. Primary Responsibilities: Grant Compliance Serve as the Global Grants Compliance Technical advisor to teams in assigned portfolio throughout the Grant Life Cycle by supporting regional offices and other Center teams to understand complex donor compliance requirements and providing guidance to resolve donor compliance related challenges that escalated at global level. Provide Grant Compliance technical support to Proposal Development, Grant Kick-off, review, and closeout meetings as needed. Conduct high level grants compliance quality assurance to donor financial reporting for alignment with donor requirements, Center processes and industry best practices. Check that the criteria for report reviews are well-defined for specific grants. As needed, assist in the synthesis and preparation of specific grant reports. As needed, assist in reviewing grant contracts alignment with proposal budgets and Center financial procedures. Flagging areas of misalignment or potential risks to compliance with contractual terms. Such areas include reporting schedules, among others. Creating new grant ID codes and disseminating information to Center teams as needed. Providing guidance on grant budget mapping to ease budget monitoring and reporting Prepare and disseminate internal budget monitoring reports (BVA-Budget Versus Actual) with a high-level analysis, flagging areas of financial risk for action by implementing teams and other Center staff as needed. Responsible for quality and timely financial reporting for portfolio of grants to meet units KIPs, organizations needs and compliance with contractual obligations. Providing input to the Grant Information Form (GIF), participating in Grant Management Team meetings and other grant teams as needed. Providing guidance to Center teams to enhance the understanding and application of GLC tools owned by the Grants Compliance Unit Conduct high level quality assurance review of proposal budgets and matching narratives, flagging inconsistencies, and engaging regional, proposal development teams and other Center colleagues as needed to address areas of misalignment with organization-wide financial processes and donor requirements. Assist the Director of Compliance in monitoring grant and grantee risks with a view to identify and mitigate potential risks. This includes conducting regular high-level reviews of grant status in collaboration with regional programme operations teams, addressing bottle-necks at global level, escalating issues to Director of Compliance and as per GLC protocol. Providing monthly BVA overviews for portfolio of grants Provide grant risk technical advisory to implementing teams throughout the grant life cycle. Assist in grant audits as needed Partnerships Collaborate with Regional Program Management and other Center teams to ensure Center Partnership processes comply with award contractual agreements, donor regulations, Center Partnerships principles and The Grant Life Cycle System. As needed, customize partner tools and templates with donor specific compliance requirements. Provide grants compliance technical support throughout the partnership processes with a view to mitigate risks to the organization and enhance compliance to contractual terms. This includes (but not limited to), review of partnership assessment and grant risk registers, identifying potential gaps and providing remedial measures as needed. Conducting high-level review of partner financial proposals and financial reports and proactively engaging implementing teams and other relevant Center staff to resolve issues for alignment with donor requirements and Center Grant Life Cycle system Maintain an overview of grantees financial status (including disbursement versus financial reporting) ensuring appropriate controls to mitigate financial risk. Escalating risks Director of Compliance to ensure decisions are made regarding responsible release of funds to grantees. Build and maintain collaborative relations with Center business partners in other functions as relevant to this role Information management Contribute to the Grants Compliance unit dashboard (Monday board) to assist in managing workstreams and Key Performance Indicators (KPIs) for the Grants Compliance Unit Perform grant financial and compliance tasks within the mandate of the Grants Compliance Unit as required by the Grant Life Cycle system. Archiving grant compliance information within the mandate of Grants Compliance Unit as per GLC protocols and Grant Compliance unit’s protocols to ensure complete audit trail Developing self and others; Working effectively with others Contribute to cross Grants Compliance Unit deliverables and collaborate with team members and other Center staff as appropriate. Conduct orientations and staff trainings on Grant Compliance including grant finance processes and donor requirements for Center staff and partner organisations Support process improvement at the Center as relevant. Identifying and flagging gaps and collaborating with Director of Compliance as needed Maintain a broad and deep understanding of relevant Center policies, donor regulations, industry best practices, keeping abreast with evolving donor compliance landscape. Support the Grants Life Cycle System Lead in enhancing adherence to the GLC System Global Training Assist in the design and roll-out of grants compliance related trainings globally. Provide ongoing training to Center teams on grant financial management and GLC tools/templates/manuals/kits owned by Grants Compliance unit Communicating with impact, negotiation, and coordination Provide Grants Compliance technical support at to Center staff on donor compliance related issues at Global level. As needed, collaborating with Center teams to mitigate grant compliance and financial risk, providing advisory on donor terms and conditions and other issues escalated to Global Grants. Build and maintain collaborative working relations with Regional teams and other Center colleagues as may be relevant to this role Other duties as assigned. Compensation: The salary for this position is benchmarked according to the standard Manager salary for Global roles. Qualifications: Must share strong commitment to the Center’s mission, purpose, and values. Minimum, Bachelors University degree in Business, International Development, Finance/Accounting , Economics or in any other related field with professional certification in Accounting (CPA, ACCA or equivalent) Minimum 8+ Years working experience in grants and partnership management grants at country, regional and global level with proven experience working with global teams in an INGO. Fluent in English and Spanish Strong oral and written communication skills Demonstrated working knowledge of donor regulations, procedures and requirements for various Institutional, Private and Foundation donors Excellent financial, budget management and excel skills with the ability to draw out complex data from a variety of different sources Previous experience developing and delivering finance and grants compliance related trainings to staff and local organizations on financial procedures, donor compliance, rules and regulations Knowledge of the reproductive rights landscape in Latin America and the Caribbean and experiencing working with partner organizations a plus. Problem-solving skills with ability to proactively identify bottle-necks and collaborate with teams to resolve issues within the mandate of the Grants Compliance Unit. Ability to prioritize tasks in a high-pressure environment, work independently and consult where appropriate. Familiarity with a multi-office, multi-national organizational environment.
