Job Description: * DUTIES AND **RESPONSIBILITIES** - Develop, coordinate, organize, and implement a LEPS Knowledge Management program. - Index, catalogue, organize, refine, summarize, data mine, and publish data that helps promote INL law enforcement professionalization efforts. - Research, gather data, and conduct analysis of Colombian law enforcement trends, polices, and practices. - Research, gather data, and conduct analysis of best international law enforcement trends, laws, polices, and practices, and provide recommendations on how to incorporate these into the Colombian context. - Review and analyze Colombian laws, executive decrees, and other instruments that regulate law enforcement in Colombia. Recommend improvements to existing legislation that result in an improved operating environment for law enforcement. - Assist the Senior Police Advisor in implementing policies that result in greater recruitment, retention, and nationwide deployment of police officers. - Assist the Senior Police Advisor identify policies and efforts that result in greater citizen security in both rural and urban areas. - Assist the Police Advisor in coordinating the execution of LEPS policies with multiple national police directorates. - Review and regularly update LEPS spend plans and strategic coordination documents in coordination with the Senior Police Advisor. - Work with the INL accounting staff to track program budget expenditures and ensure the proper obligation. - Prepare procurement actions according to the equipment, supplies, services, and infrastructure needs identified for projects and proposals, and monitor the whole procurement process. - Source, select, purchase, receive, and deliver LEPS equipment, services, supplies, and infrastructure purchases in coordination with the INL Procurement Unit. Assist with LEPS end use monitoring (inventory control). - Arrange all E2 travel authorizations for LEPS staff. - Draft formal correspondence in English and Spanish and translate official correspondence from English to Spanish and Spanish to English. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** - Bachelor’s degree required in law, criminal justice, business, business management, accounting, education, or a related field. Master’s degree preferred but not required. **LANGUAGE LEVEL**: - Level III (good working knowledge) speaking/reading/writing of English is required. - Level IV (fluent) speaking/reading/writing of Spanish is required. **EXPERIENCE**: - At least three years in a knowledge management, or equivalent position. - Prior professional experience in an administrative, logístical, financial management, and/or office management role. - Experience working in the U.S. Mission, other Foreign Missions, International Organizations, Colombian Government institutions, private multinational corporations, or non-profit institution is required. - Previous police, military, or law enforcement experience preferred, but not required. **KNOWLEDGE** OF: * - Strong knowledge of Colombian Government institutions. - Basic knowledge of Colombian police mission, structure, and culture. - Basic knowledge of Colombian Ministry of Defense mission, priorities, structure, and culture. - Good working knowledge of Microsoft Suite to include: Word, Excel, PowerPoint, Publisher, and Teams. - Knowledge of ArcGIS software is preferred, but not required. - Knowledge of statistical analysis, budgeting, and/or econometrics is preferred, but not required. **SKILLS **IN**: - Project Management. - Strong organizational skills are required. - Strong translation skills (Spanish into English and vice versa). - Strong numerical skills to review purchase orders, quotes and NCSC travel budget assigned to the LEPS Senior Police Advisor. - Notetaking and drafting. - Public speaking. **ABILITY **TO**: - Communicate and deal effectively with all internal and external contacts, in both, oral and in writing, in English and Spanish. - Exercise exceptionally good judgment in the conduct of his/her duties, due to routine interaction with Embassy personnel, visiting delegations and CNP officials. - Recognize areas of concern and make recommendations to improve operations of INL LEPS. - Problem solve. - Work independently and within teams. - Pay attention to detail. - Complete time sensitive taskings. **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: - Job holder will work primarily in an office setting. - Must be able to telework, if necessary. - Travel within Colombia and to the United States.
