**TEMBO PROGRAM MANAGER (BASED IN ANY MSF OCBA HUB)**: ES Full Time Human Resources **GENERAL CONTEXT** Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF. The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the HR Department. Tembo Vision is a Learner-centered space that provides efficient digital learning and development opportunities adapted for all MSF staff, to be better contribute to MSF operations and MSF social mission. The mission of Tembo is to become a personal and organizational digital learning & development ecosystem used across MSF, supporting mutualization and gaining efficiency between OCs, and providing a space for all MSF staff to learn, develop themselves and share knowledge. **GENERAL OBJECTIVE** The Tembo Program Manager will work within the Tembo team and will report hierarchically and functionally to the Head of Tembo. This position will play a key role in the following areas: - Planning & coordination of various projects, initiatives & services ensuring their alignment with Tembo Business Case & identifying key dependencies between different Tembo’s areas and activities. - Supporting Tembo Management team in monitoring overall strategic objectives & organizing the general review of Tembo strategy for 2026, associating team members and external stakeholders For this, the Program Manager will collaborate with Tembo team members (composed by a diverse group of managers and technical experts) but also with Tembo key stakeholders & partners. S/he will also be part of Tembo Management team, participating in transversal efforts and sharing responsibility for strategic stakeholder engagement dossiers. **KEY RESPONSIBILITIES** - Support Head of Tembo in providing an overview of all projects’ activities and oversee their effective and consistent planning, coordination & implementation. - For those prose projects delegated by the Head of Tembo, will oversee all aspects: set deadlines, assign responsibilities, and monitor and summarize progress of the project; prepare reports for upper management regarding the project's status. - Collaborates with Tembo MT & external partners in the management of the projects & services, monitoring progress and ensuring alignment with strategic objectives, leading efforts when needed in terms of implementation and/or operationalization. - Support Tembo team members by providing & promoting effective project management methodologies (including project management standards, monitoring & evaluation processes, efficient workflows & reporting), encouraging cross-departments collaboration and advising project leads in their implementation. - Support the Tembo management team in designing appropriate reporting processes to allow adequate monitoring & evaluation of projects according to Tembo Business Case & partners’ needs. - Ensure that proper engagement with stakeholders is in place and at the core of all projects and initiatives. - Support management of technology providers including development of strategic partnerships, negotiation of contracts, monitoring service delivery, and addressing performance issues in collaboration with Tembo IT. - Support Head of Tembo and Heads of department by facilitating the discussions based upon learning and challenges in implementation of Tembo general strategy and future orientations. - Use data analytics to assess risks, opportunities, sustainability, financial and long-term impacts of projects & initiatives on the organization, to determine viability of projects and provide input for post-business case strategy. - Identify critical gaps, conduct analyses, and identify strategic opportunities with Tembo team, through a participatory approach (workshops, interviews, etc). - Engage with Tembo’s stakeholders and other corresponding platforms & forum to prioritize strategic directions and provide concrete propositions to refine objectives and strategy. - Create opportunities for improvement within the Tembo framework. Keep attentive to new opportunities of collaboration or innovation. - Ensure the correct transition of projects to regular service operations (when applicable), meeting defined requirements and needs and ensuring proper documentation. **SELECTION CRITERI
