Position Summary: Project HOPE seeks an Operations Director for a field-based role leading a comprehensive emergency health program in response to the crisis in Venezuela. The role involves operational management to ensure quality, timeliness, and efficiency in program setup, daily operations, and close-out. The Operations Director will oversee departments including supply chain, procurement, logistics, and IT, ensuring compliance with donor and organizational standards. This position requires independent, flexible work in a fast-paced environment and is contingent on grant funding. Responsibilities: 1. Manage supply chain, procurement, logistics, and IT across all program locations. 2. Provide strategic oversight to support project implementation in compliance with donor and organizational policies. 3. Ensure contractual compliance and establish transparent procurement procedures. 4. Coordinate with department heads to align plans with budgets and requirements. 5. Support project start-up and close-out activities. 6. Develop and review logistics reports regularly. 7. Lead operational processes, monitor implementation, and ensure timely delivery. 8. Implement operational improvements for efficiency, cost-effectiveness, and compliance. 9. Contribute to budgeting and strategic planning, advising senior leadership on operational matters. 10. Maintain relationships with stakeholders including donors, NGOs, and partners. 11. Ensure supply chain processes adhere to policies and regulations, establishing infrastructure as needed. 12. Support field teams to ensure efficient and transparent operations. 13. Identify risks and implement mitigation strategies. 14. Coach and develop staff in supply chain and related areas. 15. Oversee procurement, logistics, and IT teams directly. 16. Liaise with other department leaders to streamline operations. Qualifications: - Master's Degree or higher in relevant fields, or Bachelor's with 5+ years of experience. - 5–7 years in operations and supply chain management of humanitarian health programs. - 3+ years managing budgets of large, complex projects. - Experience with humanitarian programs in developing countries. - Knowledge of reporting, budgeting, and controls. - Leadership and staff management skills. - Experience with procurement processes. - Proven ability to work with donors and partners. - Strong interpersonal and communication skills in English and Spanish. - Proficiency in MS Office and intranet platforms. Physical Demands and Work Environment: - Must be mobile in an office environment, able to travel internationally. - Travel may involve working in hardship conditions. - Work environment includes office and potentially resource-deprived settings during deployments.
