Plans, directs, and coordinates facility operations inaccordance with the standards and procedures established by ThomasJ. O'Connor Animal Control and Adoption Center. Coordinatesactivities with field officers and the adoption center; performscommunity outreach functions and programs. Oversees local animalordinances as they pertain to animals, public health and safety. Serves as the facility spokesperson in the community. Work isperformed under the supervision of the Director of Health and HumanServices. Responsibilities: - Oversees the overall management andsupervision of all facility activities, including programs, budget,and personnel. - Prepares the operating budgets and is accountablefor all expenditures. - Works cooperatively with the Supervisoryboard, city and town representatives, area animal welfare partners,and Thomas J. O'Connor staff and volunteers. - Solicits newbusiness opportunities for the Thomas J. O'Connor facility toincrease annual income potential. - Ensures that proper care andattention is provided to all animals in the facility's custody inaccordance with the facility's policies, procedures, and anyapplicable laws. - Serves as a role model for all Thomas J.O'Connor staff and volunteers, ensuring that a positive approach ismaintained with the public at all times. - Devises and implementssystems, methods, and procedures in accordance with solid businesspractices and those practices employed by comparable humanesocieties and animal control facilities. - Manages and supervisesall employees in the department. Observes performance; providestraining and counseling for the department's staff as necessary. -Interprets legal statutes, codes, and ordinances; works inpartnership with the Supervisory Board to create or modifyordinances related to animal control functions. - Handles problemsituations internally (the facility) and externally (generalpublic) relating to Thomas J. O'Connor's policies and procedures. -Analyzes all relevant data and information related to thefacility's activities, and prepares required proposals, reports,and recommendations. - Develops and implements programs which meetthe principles and objectives of the facility. - Serves oncommittees and works on special projects as assigned by the Boardof Supervisors. Qualifications: - Ability to manage a budget. -Ability to humanely and effectively handle dangerous and/orcontagious animals. - Ability to interpret legal statutes, codes,and ordinances. - Ability to develop community service andfundraising programs and events. - Ability to identify animalillnesses and work cooperatively with attending Veterinarian and todetermine the level of emergency when Vet is absent. - Ability toplan, direct, and coordinate the work of professional and clericalsubordinates engaged in related but diversified activities. -Ability to establish and maintain effective working relationshipswith other department heads, responsible department officials, andsubordinate employees. - Ability to express oneself clearly andconcisely, orally and in writing. Minimum Requirements: -Bachelor's degree in a related field. - Minimum of three years ofanimal welfare work and four years of supervising in an animalwelfare field. #J-18808-Ljbffr
