MELSA provides technical and advisory services to USAID in the following components:(1) Evaluations; (2) Research, Assessments, and Data Analysis; and (3) Monitoring and Learning Activities.- MELSA is conducting the performance evaluation of the Economic Integration for Migrant Communities (Oportunidades Sin Fronteras-OSF for its Acronym in Spanish). This mid-term performance evaluation aims to collect evidence about results and process-level lessons of the Activity's key components, interventions, deliverables, and outcomes. The evaluation will also support USAID/Colombia and the Implementing Partner (IP) accountability and learning processes. The purpose of OSF is to help spark the economic engines of migration and harness the skills and capacities of migrants to meet private sector demand and achieve social and economic gains. OSF will work toward this SO and IR via the following activity-level objectives: - Objective 1: Migrant/Receptor Community Participation in Formal Economy Increased by 25% - Objective 2: Licit/Inclusive Economic Opportunities Increased by $5 Million - Objective 3: Regulatory Framework for Economic Integration of Migrants Enhanced - As part of the evaluation team, MELSA seeks an Evaluation Planning Specialist. The following are some of the key responsibilities and requirements for the position. **Responsibilities**: - Lead the planning of each evaluation stage, including a detailed list of activities, inputs needed, and a detailed schedule. - Support the Lead Evaluation Expert when liaising with USAID's counterparts and MELSA. - Lead the methodological design of the evaluation, especially the design matrix. - Guide and coordinate the primary and secondary data collection. This includes sending Derechos de Petición and coordinating the qualitative and quantitative data collection with the selected firm and MELSA. - Coordinate the deliverables and reporting, including the data, reports, and presentations. - Coordinate the logístical and operational components of the evaluation - Supervise the operational and administrative execution of the evaluation. - Support the technical and development processes of the evaluation products when required. - Coordinate the delivery of the inputs required to prepare the evaluation report. - Support the qualitative and quantitative data analysis for the reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each evaluation question as requested by the team leader. - Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.
