Org. Setting and Reporting - Responsibilities - Within assigned authority, the Programme Officer (Terrorism Prevention) will be responsible for the following specific duties/tasks: As focal point for terrorism prevention in Latin America: - Provide expertise in the fields of terrorism prevention and criminal justice with respect to regional and national terrorism prevention in Latin America and the Caribbean; identify problems and issues to be addressed and initiate corrective actions. - Support coordination and implementation of regional and national terrorism prevention activities in LAC region, as required. - Support the provision of technical assistance to Member States and participate in international, regional or national meetings, and provide substantive expertise on Counter Terrorism issues. - Contribute to resource mobilization efforts for programming on preventing and countering terrorism, and support/initiate programme partnership building in the region. - Participate and contribute to donors’ meetings and fund-raising activities promoting the terrorism prevention portfolio in the country and the region. - Provide written substantive inputs to background papers, briefing notes, speaking points, working papers, presentations, policy proposals and documents, regular and ad hoc reports, summary reports, relevant to the LAC region. - Promote a better understanding of UNODC countering terrorism’s mandates and programmes in the country and the region, among national counterparts, UNODC country and regional offices. - Contribute to a variety of programme or project documents and reports, as requested. - Liaise with national authorities, donors, international and regional organizations to ensure coordination, advocacy and fundraising efforts, in close coordination with TPB and ROCOL. - Advocate for UNODC work on preventing and countering terrorism among national stakeholders, international and regional partners and donors. - Participate as a resource person in technical working groups, inter-agency task forces, advocacy meetings, round-tables, workshops and other relevant meetings related to the specific area. - Foster the visibility, growth and expansion of the counter-terrorism Programme in Latin America and the Caribbean. As lead focal point on chemical, biological, radiological, and nuclear terrorism: - Provide substantive expertise on a broad spectrum of complex substantive issues in the field of terrorism and crime prevention, law and criminal justice, especially with respect to Chemical, Biological, Radiological and Nuclear (CBRN) terrorism. - Conceptualize, plan and implement regional and national terrorism prevention activities, in particular, capacity building workshops in the legal and related aspects of terrorism including in the area of CBRN terrorism. - Participate in/provide, as requested, technical assistance to Member States and undertake related technical assistance missions; undertake consultations and liaison with officials of governments, including recipient countries, international organizations and funding institutions; participate in international, regional or national meetings and provide substantive expertise on specific issues. - Coordinate the Branch’s activities in the area of Chemical, Biological, Radiological, and Nuclear (CBRN) terrorism prevention; participate in conferences and events related to the development of legal provisions against nuclear, biological and chemical terrorism, as appropriate. - Organize and prepare written outputs, including technical and strategic documents, background papers, reports, briefing notes, speeches related to the Chemical, Biological, Radiological, and Nuclear (CBRN) terrorism and formulate related recommendations for consideration by senior management; develop and elaborate guides, substantive tools, publications and training modules, including online material, as well as other relevant initiatives in the area of Chemical, Biological, Radiological, and Nuclear (CBRN) terrorism. - Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Perform other work-related duties as required and assigned. - Competencies - Education - An advanced university degree (Master’s degree or equivalent) in law, international law, international criminal law or international nuclear law, management, or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
